New invoke-diff-cmd feature: --svn-cfg-file

Wrote this feature yesterday, all in one go.

Had the idea whilst pondering what to do with the --invoke-diff3-cmd interactive user dialogue.

Maybe the new agate necklace magic really works?  Heh.
